George “Jay” Goodrich, Special Agent (Ret.), U. S. Department of State, Diplomatic Security Service 

Jay is an executive level security consultant and contractor with extensive experience as a Senior Special Agent with the Diplomatic Security Service (DSS).  He has robust experience in international criminal, counterintelligence and counterterrorism investigations, training and consulting with U. S. Ambassadors, the Embassy Country Team and countless foreign police agencies.

For 8 years he was a Senior Training Liaison Officer assigned to the Diplomatic Security Training Center (DSTC) in Dunn Loring, VA.  In that role he developed, implemented and instructed several overseas national security lesson plans resulting in the training of over 15,000 U.S. Foreign Service Agency personnel.  Specifically, over 2,600 Defense Attache’s, over 1000 FBI Special Agents prior to deployment as Legal Attache’s, personal security and surveillance detection briefings for U. S. Ambassadors, Deputy Chiefs of Missions and thousands of U. S. law enforcement, Peace Corp and Fulbright Scholars headed overseas to study abroad.
He worked as the first DSS Agency Representative assigned to the Federal Law Enforcement Training Center (FLETC) and as a staff instructor who was certified to instruct over 25 college level criminal justice classes as part of the FLETC staff to include: personal security measures, surveillance detection, counterterrorism and counterintelligence.  He also provided training oversight to over 350 new hire DSS special agents as they completed training at FLETC.

His other assignments included Division Chief of the U. S. Embassy Marine Security Guard Program where he liaised directly with the MSG Battalion, Quantico, VA and Chief Special Agent of the Domestic and Overseas Training Branches.  He was also assigned as a Regional Security Officer at American Embassies in San Salvador, El Salvador; Ankara, Turkey; Bridgetown, Barbados and the U.S. Consulate in Hong Kong.  He also completed dozens of other investigative and protection assignments at U. S. Embassies and Consulates around the world.

Jay holds a BS and MS degree in Law Enforcement and Criminal Justice from the University of Evansville, IN and attended the Master of Science in Strategic Intelligence Program at the Defense Intelligence Agency in Washington, DC (ABD).

Jay was an Honor Graduate of the Criminal Investigator Program at the FLETC, was a Certified Instructor at the FLETC and DSS Training Center and an Adjunct Faculty Member at the U. S. Department of State, Foreign Service Institute.
